- In a large skillet, heat oil.
- Saute garlic, onion, and sesame seeds until golden.
- Add liver and cook, while stirring, until it loses its red color.
- Sprinkle on flour, then stir in pepper, sugar, salt, soy sauce, and water.
- Bring to a boil, then cook 1-2 minutes.
- Serve at once with hot fluffy rice.
