- Preheat oven to 400°F.
- Grease a 10-inch by 1.5-inch pie plate.
- Cook and stir ground beef over medium heat until browned; drain excess fat.
- Stir in oregano, basil, tomato paste, and 1/2 cup of shredded Mozzarella cheese.
- Layer cottage cheese and grated Parmesan cheese in the pie plate.
- Spoon beef mixture over the cheese layers.
- In a blender or with a hand beater, beat milk, Bisquick baking mix, eggs, salt, and pepper until smooth, about 15 seconds in a blender or 1 minute with a hand beater.
- Pour the batter into the prepared pie plate over the beef mixture.
- Bake until a knife inserted between the center and edge comes out clean, about 30 to 35 minutes.
- Sprinkle the remaining mozzarella cheese on top.
- Cool for 5 minutes before serving.
