  1. Spray a large nonstick skillet with nonstick spray and heat to medium.
  2. Add chicken to the skillet.
  3. Season the chicken with 1/4 teaspoon of pepper.
  4. Cook about 10 minutes, turning once, until browned evenly.
  5. Reduce the heat and add garlic to the skillet.
  6. Continue cooking for 10 minutes or until the chicken is tender.
  7. Remove the chicken to a serving plate.
  8. Add chicken broth and white wine to the skillet with garlic.
  9. Bring to a boil and continue boiling for 5 minutes.
  10. Reduce the heat to low.
  11. Mix milk with seasonings and add to the cooking juices in the pan.
  12. Heat and stir until the sauce is slightly thickened.
  13. Return the chicken to the pan and sprinkle with chopped chives.
  14. Baste the chicken with the cooking juices.
  15. Heat through and serve. Very good with rice.
