- Wash beans thoroughly and place in a large bowl covered with water. Cover and soak overnight; drain.
- Place ham hocks in a Dutch oven; add water, minced garlic, dried thyme, and crushed red pepper.
- Bring to a boil. Cover and reduce heat to simmer.
- Simmer hocks for 1 1/2 hours.
- Add soaked beans and continue cooking for another hour.
- Add chopped onion, sliced carrot, sliced celery, chopped green pepper, and sugar.
- Cook for 30 minutes more or until beans and vegetables are tender.
