- Preheat oven to 400°F.
- Sift flour, baking powder, salt, and additional salt together.
- Blend in shortening until mixture resembles coarse meal.
- Add vinegar and 1/2 cup milk all at once, stirring only to combine.
- Turn out onto a lightly floured board.
- Knead gently 5 or 6 times.
- Divide dough into 16 equal parts.
- Roll each part into a 6-inch cylinder using the palm of your hand.
- Brush each with remaining milk.
- Combine crushed cereal, salt, and caraway or poppy seed.
- Roll each dough cylinder in the cereal mixture to coat.
- Place on a baking sheet.
- Bake for 15 minutes.
