- Preheat oven to 350°F (175°C).
- Make slits in the meat with the tip of a sharp knife.
- Insert slivers of garlic into the slits.
- Rub the surface of the meat with salt and pepper.
- Place the meat, fat side up, on a rack in an open shallow roasting pan.
- Brush the meat with melted butter.
- Squeeze lemon juice over the meat.
- Insert a meat thermometer so the tip is in the thickest part of the meat without touching bone or resting in fat.
- Roast uncovered until the thermometer registers 175°F (about 3 hours).
- Allow the meat to stand for 15 to 20 minutes before carving.
- Line a platter with grape leaves and arrange the lamb and peppers on top.
