- Cut the round steak into 3-inch or 4-inch strips.
- Wrap each steak strip around a carrot and secure with toothpicks.
- Brown the steak rolls in fat in a Dutch oven.
- Cut the onions into rings and place on top of the rolls.
- Season with salt and pepper to taste.
- Simmer until the rolls are almost tender; remove them from the pan.
- Place quartered potatoes at the bottom of the Dutch oven.
- Add water if the mixture is dry, and salt the potatoes.
- Return the steak rolls on top of the potatoes.
- Continue cooking until the potatoes are soft.
