Instructions
- In a skillet, brown ground beef and onions; drain.
- Add the flour to the ground beef and onions; mix well.
- In a baking dish, mix the rest of the ingredients.
- Bake in a 350° oven for 1 hour. Can be frozen.
- Great with cole slaw.
