- Bread Choplets and fry in vegetable oil; set aside.
- Combine cream of celery soup, milk, sour cream, salt, and pepper in a bowl.
- Stir in frozen hash browns, 1/2 cup cheddar cheese, and 1 cup French fried onions.
- Spoon the mixture into a 9 x 13-inch baking dish.
- Arrange the fried Choplets on top of the potato mixture.
- Bake at 350°F (175°C) for 35 to 40 minutes.
- Top with remaining cheese and French fried onions.
- Bake uncovered for an additional 5 minutes until onions are browned.
