- Mix together cornstarch, flour, baking soda, and baking powder.
- Blend butter and sugar together until creamy.
- Add egg yolks, one at a time, mixing well after each addition.
- Add lemon peel and vanilla extract to the mixture.
- Combine the wet ingredients and blend thoroughly.
- Add the flour mixture to the wet ingredients and mix well to form dough.
- Roll out one-quarter of the dough to about 1/4 inch thickness.
- Cut out 1 1/2-inch rounds from the rolled dough.
- Repeat with remaining dough portions.
- Place the cookie rounds on baking sheets lined with parchment paper.
- Bake at 375°F (190°C) for 8 to 10 minutes until lightly golden.
- Remove from oven and cool on wire racks.
- Once cooled, spread jelly, jam, or caramel on the bottom of one cookie and top with another to form a sandwich.
- Roll the edges of the assembled cookies in finely shredded coconut.
- Store in airtight containers.
