- Coarsely shred the cabbage to measure 5 or 6 cups.
- Spread half of the shredded cabbage in a large buttered casserole or roasting pan.
- Heat oil in a frypan and add ground beef, chopped onion, uncooked rice, salt, and pepper.
- Cook over medium heat, stirring constantly, for about 10 minutes until the beef is cooked through but not browned.
- Spoon the meat mixture over the layer of cabbage in the casserole.
- Top with the remaining shredded cabbage.
- Heat the tomatoes with water and the bouillon cube until boiling.
- Pour the tomato mixture over all the ingredients in the casserole.
- Cover and bake at 350°F (175°C) for 1 hour or until the cabbage is tender.
