- Bring water to a boil in a large saucepan.
- Add butter, salt, and milk to the boiling water.
- Remove from heat.
- Add instant mashed potatoes, sour cream, cream cheese, garlic powder, and chopped chives.
- Mix well until smooth and creamy.
- Fill aluminum foil potato shells with the mashed potato mixture.
- Sprinkle grated Cheddar cheese or paprika on top of each shell, according to preference.
- Place the filled shells on a cookie sheet.
- Bake in an oven preheated to 350°F (175°C) for 20 to 25 minutes.
