- Mix the tomato juice with the ground black pepper, cumin, and cardamom; set aside.
- Heat the oil in a large pot, then add the meat bones and cover for 2 minutes.
- Uncover and stir well to brown slightly.
- Add the chopped onions and saute with the meat until almost golden brown.
- Pour in the tomato mixture and hot water; cook for 40 minutes or until the meat is tender.
- Remove the meat from the tomato sauce and set aside.
- Wash the carrots and boil in 2 cups of water for 20 minutes or until tender.
- Add 1/2 teaspoon salt and 1 tablespoon oil to the carrots; cook briefly.
- Drain the carrots, saving the cooking water, and set carrots aside.
- Strain the carrot cooking water over the tomato mixture.
- Add the rice to the tomato mixture and broth.
- Place a spoon in the center of the rice; if it remains standing, the broth is just right.
- When the rice reaches a boiling stage, reduce heat and cook covered for 40 minutes.
- Garnish with fried almonds and pine nuts before serving.
