- Remove meat from skillet and place in a large roasting pan.
- Add onions to the skillet and sauté until golden brown.
- Spoon onions over the meat in the roasting pan.
- Surround the meat with carrots, potatoes, and onions.
- Add 1 cup water to the roasting pan.
- Cover and roast in the oven for 2.5 to 3 hours, or until the meat is tender.
