- Mix the cooked rice, grated cabbage, tomato soup or stewed tomatoes, brown sugar, and cooked beef with onion in a bowl.
- Pour the mixture into a 9 x 13-inch baking pan.
- Sprinkle caraway seeds evenly over the top.
- Bake in a preheated oven at 350°F (175°C) for 30 to 45 minutes until heated through and bubbly.
