- Preheat oven to 350°F and grease a 9-inch square pan.
- Combine flour, oats, brown sugar, butter, baking soda, and salt in a large mixing bowl and blend until crumbly.
- Reserve half the crumb mixture.
- Press the remaining half of the crumb mixture into the prepared pan.
- Bake for 10 minutes.
- Remove from oven and sprinkle chocolate chips and chopped pecans on top of the crust.
- Stir flour into the caramel topping and drizzle over the chocolate chip and pecan layer.
- Sprinkle with the reserved crumb mixture.
- Bake for an additional 15 minutes.
- Cool in the pan for 1 to 2 hours before cutting and serving.
