- Preheat oven to 400°F.
- Grease 2 large cookie sheets with vegetable shortening.
- Combine milk, water, butter, salt, pepper, and nutmeg in a large saucepan.
- Bring to a full rolling boil.
- Add flour all at once, stirring vigorously with a wooden spoon until mixture forms a thick, smooth ball that leaves the side of the pan clean.
- Remove from heat.
- Add eggs one at a time, beating well with a wooden spoon after each addition until the mixture is shiny and smooth.
- Stir in cheese until melted.
- Drop the mixture by heaping teaspoonfuls, about 1 inch apart, onto the prepared sheets.
- Bake in the preheated oven for 10 minutes.
- Lower oven temperature to 350°F; bake for an additional 10 to 15 minutes, or until puffs are golden and puffed.
- Turn off the oven.
- Prick puffs in several places with a fork.
- Let puffs stand in the oven for 5 minutes before serving warm.
