- Melt the caramels with the evaporated milk in a double boiler over low heat until smooth.
- In a mixing bowl, combine the flour, rolled oats, brown sugar, baking soda, and salt.
- Add the softened oleo (butter) to the dry ingredients and mix until crumbly.
- Press half of the oat mixture into a greased baking pan to form the crust.
- Spread the melted caramel mixture evenly over the crust.
- Sprinkle the remaining oat mixture over the caramel layer.
- Sprinkle the chocolate bits on top of the assembled layers.
- Bake in a preheated oven at 350°F (175°C) for about 20-25 minutes or until golden brown.
- Allow to cool before cutting into bars.
