Chocolate Chip Cloud Cookies

- Heat oven to 200°F (93°C).
- Line a large cookie sheet with butcher's paper.
- In a large bowl, whip egg whites and cream of tartar at high speed until foamy.
- Beat in sugar, one tablespoon at a time, until stiff and glossy peaks form.
- Beat in vanilla.
- Gently fold in mini semi-sweet chocolate chips and cocoa until thoroughly combined.
- Drop teaspoons of batter onto the prepared cookie sheet, spacing about 1 inch apart.
- Bake for 1 hour until the outside of the cookies are dry and set.
- Let cool, then peel off the paper.
- Store in an airtight container.
