- Preheat oven to 375°F.
- In a large bowl, slowly combine flour, sugar, brown sugar, baking soda, salt, butter, peanut butter, milk, vanilla, and egg until stiff dough forms.
- Shape dough into 1-inch balls and then roll the balls in the extra sugar.
- Place the dough balls 2 inches apart on an ungreased cookie sheet.
- Bake for 10 to 12 minutes until golden brown.
- Immediately top each cookie with a chocolate kiss, pressing down firmly into the edges of the cookie crack.
- Remove from the cookie sheet and let cool slightly before serving.
