- Preheat oven to 350 degrees.
- In a saucepan, bring 3 cups of water to a boil, then add hamburger and garlic.
- Boil for 20 minutes.
- Drain and set aside.
- In another saucepan, bring 3 cups of water to a boil and add the rice and carrots.
- Turn heat down and simmer for 10 minutes.
- Remove from heat, drain and set aside to cool.
- Next, mix tomato and egg together with cooled rice and carrots, hamburger and garlic and spread in a 9 by 13-inch casserole dish that has been sprayed with non-stick spray.
- Sprinkle top with Parmesan cheese and bake 20 to 25 minutes or until golden brown.
