Instructions
- Brown meat in 2 tablespoons oil.
- Brown onion and celery in 1 tablespoon oil and add flour.
- Add tomatoes and make a sauce.
- Add green pepper, seasonings, meat and water.
- Cook slowly for 10 to 20 minutes.
- Serve over rice.
- (All ingredients can be modified to taste and the recipe definitely improves with age.)
