Instructions
- Saute flour until golden; add green pepper, celery and garlic; saute until tender.
- Add seasonings, tomato paste and water.
- Cook stirring until thick.
- Cover and cook 30 minutes.
- Add shrimp before serving, enough to heat.
- Serve over rice.
