- Heat vegetable oil in a large frypan.
- In a bag, combine flour, salt, pepper, and dry mustard.
- Shake the meat in the bag to coat, then brown the meat in the heated skillet.
- Slowly sprinkle the remaining flour from the bag into the fat and stir well.
- Add water and Worcestershire sauce to the skillet.
- Pour the meat and mixture into an oven-safe dish and cover.
- Cook in the oven for 2 hours.
- Add chopped vegetables and dill, then cook uncovered for an additional hour.
