  3. Use half of the tortilla pieces to line a greased oblong baking dish.
  4. Layer the tortillas with browned ground meat, chopped onion, and grated Cheddar cheese.
  5. Add the remaining tortilla pieces on top.
  6. In a saucepan, melt the oleo over medium heat.
  7. Stir in the flour until smooth.
  8. Gradually add milk, chopped green chilies (drained), and diced Velveeta cheese, stirring until thickened.
  9. Pour the cheese sauce evenly over the layered tortillas.
  10. Bake in the preheated oven for about 20 minutes or until heated through and bubbly.
