- Combine ground meat, salt, sugar, canned tomatoes, tomato paste, crushed garlic, and pepper in a skillet and cook for 1 hour.
- Cook the noodles according to package instructions, then drain.
- Mix sour cream, cream cheese, and sliced green onions with the hot cooked noodles.
- Butter a 1 1/2-quart Pyrex dish.
- Layer the meat sauce, then the noodles mixture, and then the meat sauce again in the dish.
- Sprinkle grated cheddar cheese on top.
- Bake in a preheated oven at 350°F for 30 minutes until bubbly and golden.
- You may freeze or refrigerate the dish overnight. Reheat until hot and bubbly before serving.
