- Combine ground beef, quick rice, chopped onion, salt, and pepper in a bowl.
- Steam the whole cabbage until leaves can be easily pulled off.
- Remove cabbage from steam and let cool slightly.
- Place small leaves in the bottom of a 9 x 13-inch baking pan.
- Place 1 to 3 tablespoons of the beef mixture on each leaf and roll up.
- Place the rolled cabbage leaves seam side down in the pan.
- Pour tomato sauce or tomatoes over the cabbage rolls. If using whole tomatoes, add 1/2 cup water.
- Cover the pan and bake at 350°F for 1 hour.
- Check periodically to prevent drying out and add water if necessary.
