- Drop dried beef into a small pan of boiling water; remove from stove and drain well in a strainer.
- Run it under cold water and chop finely to remove excess salt from the beef.
- Mix softened cream cheese, milk, white pepper, chopped green onions, and garlic powder together and blend well.
- Add 1/2 cup sour cream and mix until smooth.
- Toast chopped pecans with 2 tablespoons of butter until golden.
- Pour the cream cheese mixture into a small baking dish; sprinkle toasted pecans on top.
- Bake at 350°F for 20 to 30 minutes.
- Serve with Melba toast.
