- Preheat oven to 350°F.
- Arrange fish fillets in a greased 13 x 9 x 2-inch baking dish. Sprinkle with salt, onion powder, and pepper.
- Add 1/3 cup milk to the can of condensed Cheddar cheese soup and stir to thin.
- Spoon the cheese mixture over the fish.
- Top with thawed and drained chopped spinach.
- In a separate bowl, beat the remaining ingredients (Bisquick, Parmesan cheese, milk) about 1 minute or until almost smooth.
- Pour the batter over the spinach layer.
- Bake uncovered for about 40 minutes or until the top is golden brown.
- Remove from oven and let stand for 5 to 10 minutes before serving.
