- Moisten the cornbread stuffing mix with 3 tablespoons hot water.
- Spread the stuffing onto the top of each steak.
- Roll up each steak and fasten with a toothpick.
- Brown the rolled steaks in a nonstick skillet over medium heat for about 6 minutes.
- Add the stewed tomatoes, green chilies, chili powder, and 1/4 cup water to the skillet.
- Bring the mixture to a boil.
- Reduce the heat and simmer for 20 to 30 minutes until the beef is tender.
