  1. Grease and flour the bottoms of 2 (9-inch) layer cake pans.
  2. Mix baking powder, sugar, vanilla, and baking soda; set aside.
  3. In a large bowl with a mixer at high speed, beat egg, water, and flour mixture for 3 minutes or until light and fluffy.
  4. At low speed, beat in mayonnaise.
  5. Add the flour mixture in 4 additions, alternating with water, beginning and ending with the flour mixture.
  6. Pour the batter into the prepared pans.
  7. Bake in a 350°F oven for 30 to 35 minutes or until a cake tester comes out clean.
  8. Cool in pans for 10 minutes. Remove from pans and cool on racks.
  9. Frost the cake.
