- Preheat oven to 450°F (230°C).
- Spray a 1 1/2 quart ceramic or glass baking dish or deep dish pie plate.
- Press cold mashed potatoes onto the bottom and up the sides of the casserole dish to form a crust.
- Bake the potato crust for 20 minutes or until the edges are golden.
- Meanwhile, brown the ground beef in a skillet. Drain excess fat.
- Melt butter in the same pan used for the beef.
- Add chopped onions and cook for 6 to 7 minutes until softened.
- Return the cooked beef to the skillet, reducing the heat.
- Stir in ketchup and dill weed.
- Reduce heat to low, then stir in chopped parsley and sour cream.
- Spoon the ground beef mixture into the baked mashed potato crust.
- Garnish with sprigs of dill weed before serving.
