- Put potatoes and green onions into a large bowl.
- Cook bacon in a large skillet over medium-low heat until crisp.
- Remove bacon to paper towel to drain.
- Pour off all but 1 tablespoon of drippings from the skillet.
- Add celery and bell pepper to the skillet.
- Cook over medium heat about 2 minutes until crisp-tender.
- Add cooked vegetables to the potatoes and green onions.
- Pour vinegar into the skillet. Add salt and black pepper.
- Cook over medium heat until hot.
- Pour the hot vinegar mixture over the potato mixture.
- Toss to mix well.
- Crumble bacon over the top before serving.
