Yummy Turtle Brownies

- Grease and flour a 13 x 9 inch pan or line with foil for thicker brownies.
- Combine 1/3 cup evaporated milk with the caramels in a small saucepan, heat over low to medium heat, stirring constantly until smooth, then keep warm on low heat.
- Mix dry cake mix with 2/3 cup evaporated milk and nuts, stirring until dough holds together.
- Press half of the dough into the prepared pan as the bottom layer.
- Bake at 350°F for 6 minutes.
- Remove from oven and sprinkle chocolate chips over the top.
- Pour caramel mixture over the chocolate chips.
- Spread remaining cake mixture over the caramel layer.
- Return to the oven and bake for an additional 15 minutes.
- Allow to cool completely before slicing into pieces.
