- Brown ground beef in a large skillet.
- Drain excess fat from the skillet.
- Add chopped onion and chopped celery, then fry until tender.
- Stir in Worcestershire sauce, garlic salt, chili powder, creamed corn, kidney beans, and tomato sauce.
- Transfer the mixture to a baking dish.
- Layer tortilla chips over the meat mixture, then add another layer of meat, repeating until all ingredients are used.
- Sprinkle shredded Cheddar cheese on top.
- Bake at 350°F (175°C) until the cheese melts and bubbly.
