- Combine chilies, ginger, oil, garlic, onions, salt, pepper, lemon juice, 1 cup water, and oil; mix well.
- Place chicken pieces in the marinade and marinate at room temperature for 3 hours.
- Remove chicken and pat dry.
- Strain and reserve the marinade liquid and solids.
- Brown the chicken in remaining oil in a skillet, adding more oil if needed.
- Add the solids from the marinade and cook until onions are soft but not browned.
- Return the chicken to the pan and add 1/2 cup of the marinade and 1 cup water.
- Simmer for 30 to 45 minutes until the chicken is cooked through.
