- Tenderize the round steak and cut into 1/2 x 4-inch strips.
- Roll the steak strips in seasoned flour to coat evenly.
- Heat oil in a skillet and sauté garlic until fragrant.
- Add the steak strips and brown them on all sides, turning as needed.
- Slice the onion into thin rings and layer over the browned steak.
- Add water with chicken bouillon cubes and simmer, covered, until the steak is tender.
- If needed, add more water during simmering.
- Add sliced mushrooms and continue simmering for 10 minutes.
- Remove from heat and stir in sour cream.
- Season with salt and pepper to taste.
- Serve the beef stroganoff over steamed rice.
