- Slice the sirloin steak into thin strips.
- Heat oil in a large skillet and cook the steak on high for about 5 minutes or until done.
- Add water, sliced onions, and garlic salt to the skillet.
- Bring to a boil, then reduce heat and simmer for about 5 minutes.
- Cut the bell pepper into large pieces and add to the skillet.
- Simmer for another 5 minutes.
- Mix cornstarch, sugar (if using), and soy sauce; stir into the meat mixture.
- Cook and stir until the sauce thickens, about 2 minutes.
- Cut tomatoes into wedges and place on top of the mixture.
- Cover and heat for 3 minutes.
- Turn off the heat and serve over rice.
