- Add raisins and return to a boil.
- Cover, reduce heat, simmer for 20 minutes, then strain.
- Drain; reserve the liquid and add water if necessary to measure 1/2 cup.
- Dissolve baking soda in the reserved liquid.
- Combine flour, sugar, ground nutmeg, and ground cinnamon in a bowl.
- Stir in the drained raisins.
- Add the liquid mixture to the dry ingredients and stir well.
- Spoon batter into greased muffin pans.
- Bake at 350°F for 20 to 25 minutes.
