Cabbage-Wedge Casserole

Instructions
- Cut in wedges of cabbage along with butter.
- Arrange onion, beef and rice between wedges.
- Bring water, salt and pepper to boil and then mix tomatoes together.
- Pour liquid over it.
- Cover in foil and bake at 350° for 1 1/2 hours.
