- In a skillet, brown the ground beef, chopped onion, and chopped garlic together.
- Grease an 8-inch or 9-inch square baking pan.
- Place one can of green chilies on the bottom of the prepared dish.
- Top with 1-1/2 cups of grated sharp cheese.
- Add the cooked meat mixture over the cheese layer.
- Place the second can of green chilies on top of the meat mixture.
- In a bowl, beat together the eggs and flour.
- Add milk and seasonings, then pour the mixture over the layers in the baking dish.
- Top with the remaining cheese.
- Bake at 350°F (175°C) for 45 minutes until golden and set.
