- Place oats in a blender and process for about 60 seconds to make ground oat flour.
- In a large pot, melt the margarine over medium heat.
- Add celery slices and cook until tender, about 5 minutes.
- Stir in the ground oat flour and cook for 1-2 minutes to eliminate raw taste.
- Gradually whisk in the milk, stirring constantly to prevent lumps.
- Add the whole kernel corn (including liquid) and sliced wieners to the pot.
- Bring the mixture to a simmer and cook for 10 minutes, stirring occasionally.
- Stir in the prepared mustard and shredded Cheddar cheese until melted and well combined.
