- Heat water and butter in a saucepan until the water boils and the butter melts.
- Lower heat and add flour and salt all at once. Beat vigorously until mixture leaves the sides of the pan.
- Remove from heat and add eggs, one at a time, beating well after each addition.
- Continue beating until smooth.
- Drop onto a lightly greased cookie sheet, forming 10 puffs.
- Bake at 400°F for 50 minutes.
- Cool on wire racks.
- When cool, cut off tops and scoop out soft dough.
- Fill with whipped cream or desired filling. Replace tops and sprinkle with powdered sugar.
