- Peel onions and shallots.
- Finely chop the onions, shallots, mushrooms, and parsley, or process in a food processor until coarse fine.
- Heat 2 tablespoons of oil in a pan; add the chopped vegetables and cook over low heat until all liquid is gone and vegetables are soft.
- Sprinkle the cooked vegetables with 2 tablespoons of flour and stir well, then pour in the boiling milk, stirring continuously.
- Ground the whitefish fillets.
- Add the ground fish to the pan.
- Season with salt and pepper.
- Cover and cook over low heat for 10 to 12 minutes.
- Remove from heat and let the mixture cool.
- Beat 1 egg in a shallow dish.
- Put bread crumbs and remaining flour on separate plates.
- Gradually blend the remaining beaten eggs into the fish mixture in a thin stream.
- Shape the mixture into walnut-sized balls and flatten slightly.
- Dip each croquette in flour, then egg, then bread crumbs.
- Heat oil for frying and cook the croquettes in hot oil for about 10 minutes until golden brown.
- Drain on paper towels and serve piping hot.
