Instructions

  1. Brown the hamburger and drain fat.
  2. Add water, tomato paste, garlic, bay leaves, cumin, cinnamon, red pepper, chili powder, pepper, salt, and allspice to a large saucepan.
  3. Add the cooked hamburger to the saucepan.
  4. Mix all ingredients well.
