  • salt and pepper
  • 3 c shredded Cheddar cheese

  3. Add both cans of tomato sauce, chili powder, salt, and pepper to the beef.
  4. Simmer the mixture for 10 minutes.
  5. Spray a 13 x 9-inch pan with cooking spray or lightly grease it.
  6. Line the bottom of the pan with 6 tortillas.
  7. Spread the meat mixture over the tortillas.
  8. Sprinkle half of the shredded Cheddar cheese over the meat.
  9. Layer with the remaining 6 tortillas.
  10. Mix the canned tomato soup and milk in a bowl.
  11. Pour the soup mixture over the top tortillas, spreading evenly.
  12. Sprinkle the remaining cheese over the top.
