- Peel and cut the potatoes into chunks.
- Boil the potatoes in salted water until tender, about 15 minutes.
- While potatoes are boiling, melt 2 tablespoons of butter in a small saucepan over medium heat.
- Add the minced garlic to the butter and cook until fragrant, about 1 minute.
- Drain the cooked potatoes and return to the pot.
- Add the garlic butter mixture, remaining butter, whipping cream, dried parsley flakes, dried tarragon, salt, and pepper to the potatoes.
- Mash until smooth and creamy.
- Adjust seasoning as needed and serve hot.
