- In a large skillet, heat the 3 tablespoons of oil.
- Add the beef cubes and brown.
- While browning, add the nutmeg and chili powder.
- When the meat is browned, add the chopped onions, minced garlic, tomato paste, water, and red pepper.
- Simmer until the meat is tender, about 50 minutes.
- Half an hour before serving, heat the peanut butter and remaining oil in a small saucepan.
- Stir over medium heat for 5 minutes.
- Gradually add the peanut butter mixture to the beef stew, stirring well.
- Simmer for an additional 20 minutes.
- Serve the stew over rice.
