  2. Shake flour in Reynolds Oven Bag; place in a 9 x 13 x 2 inch baking pan.
  3. Add water and onion soup mix to the oven bag.
  4. Squeeze the bag to blend in the flour.
  5. Add the beef rump roast to the bag and turn to coat with the sauce.
  6. Place potatoes, onion, and baby carrots in the bag around the beef.
  7. Close the oven bag with a nylon tie and cut six 1/2 inch slits in the top.
  8. Tuck the ends of the bag into the pan.
  9. Bake for 2 hours until the meat thermometer reads 160 degrees Fahrenheit.
  10. Sprinkle with parsley before serving, if desired.
