  2. Divide all ingredients in half.
  3. In a greased casserole dish, put in chicken, and sprinkle lightly with chili powder, garlic powder, salt, and pepper.
  4. Pour half of the soup-broth mixture over the chicken.
  5. Add half of the chopped onion and green pepper on top.
  6. Layer with tortillas and sprinkle with grated cheese.
  7. Repeat the layers with the remaining ingredients.
  8. Top with crushed tortilla chips.
  9. Cover and bake at 350°F for 1 hour.
